Personnel Services is the centralized authority for recruitment, assessment, classification, and compensation efforts for the County. IMU’s prime objective is to take full advantage of available technology in order to improve the efficiency and effectiveness of central Human Resources operations. The mission of IMU is to ensure the efficient and accurate administration and resolution of personnel transactions, salary tables, benefits, applicant tracking, recordkeeping and other related human resource functions and support data analytics. The Information Management Unit (IMU) is responsible for the development, implementation, integration, and maintenance of all County Human Resources Information Systems including PeopleSoft and Neogov. Other Unit responsibilities include providing communication, education, training, employee assistance services and consulting services, and analyzing and recommending benefits changes and enhancements. This Unit also coordinates the resolution of benefit disputes, and participates in identifying, selecting and negotiating with vendors for employee benefits. The Employee Benefits Services Unit develops and recommends long-term, cost effective benefits strategies and policies to the County Administrator and the Board of Supervisors that assist the County in maintaining an overall competitive compensation package. Administrative Services is also responsible for formulating policies and procedures, administering the County-wide Contracted Temporary Help Program, and providing consultation on human resources and Merit Board issues and providing other needed administrative support. Additionally, through the Americans with Disabilities Act (ADA) Manager, this division provides support, training and guidance to departmental disability coordinators in ensuring employment related ADA procedures and obligations are being implemented correctly. This includes responsibility for the development and monitoring of the annual budget, general purchasing, contract and accounts payable activities, and departmental timekeeping.
